Why Nuclear Status Matters in MPR
Nuclear weapons can shape the strategic environment around a country, but MPR does not treat nuclear status as a substitute for total military power. A nuclear-armed state may still rank lower than another country if its conventional forces, readiness, geography, logistics, industry, or operational capability are weaker.
